The NGO Forum for the Participation of NGOs in the Sessions of the African Commission on Human and Peoples Rights:its objectives

Each year, the African Commission on Human and Peoples Rights holds two regular sessions at which issues relating to the situation of human rights reports and statements are discussed.

The first session is usually held in May and the second in November for a period of two to three weeks.
In recent years, each session takes place before a gathering of non-governmental organization of Human Rights which is linked to the sessions of African Commission on Human Rights and Peoples, that is " NGO Forum.’’

The NGO Forum is a platform for exchange, discussion, but also establishment of regional strategies for NGOs lobbying and advocacy. Also during the forum that NGOs adopts resolutions on relevant issues of human rights in Africa, these resolutions are then presented to the Commission decides whether to adopt them, however the resolutions of NGOs Forum are references to the progress of human rights on the continent since the establishment of the forum.

The NGO Forum constitutes a major opportunity for NGOs to share their advocacy work, and speak in one voice with the aim of influencing the work of the African Commission on Human and Peoples’ Rights (ACHPR \ African Commission).
The Forum is facilitated by the African Centre for Democracy and Human Rights Studies (ACDHRS or African Centre) that acts as secretariat of the Forum and coordinator of the event.

The Forum has the following objectives, to:
• Improve NGO access to the African Commission;
• Foster closer collaboration and co-operation between NGOs and the African Commission;
• Provide a platform for organisations working on democracy and human rights to meet and discuss issues of common interest, and to share information, experience and good practices;
• Build capacity and provide networking opportunities in the region; and
• Contribute to the promotion and protection of human rights in Africa.


International Bill of Human Rights
It’s a set of 5 texts produced by the UN, namely the Universal Declaration of Human Rights (1948), the International Covenant on Economic, Social and Cultural Rights (signed 16 December 1966 entry into force 3 January 1976) ; International Covenant on Civil and Political Rights (Adopted and opened for signature, ratification and accession by General Assembly resolution 2200A (XXI) of 16 December 1966, entry into force: March 23 1976), Optional Protocol to the International Covenant on Civil and Political Rights (Adopted and opened for signature, ratification and accession by General Assembly resolution 2200A (XXI) of 16 December 1966, entry into force: 23 March 1976), Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at abolishing the death penalty (Adopted and proclaimed by General Assembly resolution 44/128 of 15 December 1989).

Civil society
All movements, associations or organizations, more or less formalized on a voluntary and independent basis of a state, and meeting a community need or expressing a collective will.

Non Governmental Organisation (NGO):
Strictly speaking, a NGO is a group of private prosecutor pursuing, over the borders, interests or common ideals, and likely to be consulted by UN bodies. NGOs has become almost synonymous with humanitarian association. Outside the UN system, we prefer more and more Organization or Association of International Solidarity (OSI / ASI).

State law
State whose political and administrative authorities (central and local) act in accordance with law and in which all individuals also enjoy rights and freedoms. Assuming such independence of justice, the rule of law makes the principle of legitimacy to the principle of legality and protects against arbitrary policy.
